Some cheap LCD monitors may have unusually long refresh times (like over 10ms) which could result in ghosting- but that doesn't affect your frames per second.

no, monitor is just for presendting the information to you, it does nothing else. but your monitors refresh rate (measured in hertz, 1hertz= once per second) might effect the actual frame rate you see. for example, if your game is running at 120 fps, and if your lcd monitor's refresh rate is at 70hz, you will only see 70fps at the most. that's why the old CRT monitors are still the best for gaming since they offer much higher refresh rate. but 70hz is fast enough to fool anyone's eyes to not see the lag, so dont worry about that.

The drivers for your monitor could have an effect. Check the manufacturers web site and see if there are special drivers posted for your model.
Windows always installs a generic plug and play driver by default.
