My aunt was eating her bread when she noticed the bag was full of white inch worms looking worms. They have heads and can stand up on there butts and like look at you.

The first answer is corrrect , they are maggots,, if you wait long enough they'll become flies. I would watch out if you're eating at her house.

Without a pic it is hard to say, but
what you could have is a weevil larvae.
There are many different types of weevil so these may not be the right weevils.

If not weevil then it could be a grain moth caterpillar which is what I think it may be.

I suspect that they are not maggots because maggots eat things that are rotting like dead things, rotten food products, and poo. Maggots don't stand up on their butts either.
