You are on the right track. Think of f as an operator.
f acts on x to give 2x - 5
f acts on (a + 3) to give:-
2 (a + 3) - 5 = 2a + 6 - 5 = 2a + 1

you have started correctly and the answer you have is correct as well:

f(a+3) = 2(a+3) - 5 distribute through parenthesis
= 2a + 6 - 5 combine like terms
= 2a + 1

f(a+3) = 2a+1
