Let's answer that question like this:

James Brown inspired: Michael Jackson, Prince, MC Hammer, and all Black people of color in general
Say it Loud!

Sly Stone.....Crossed cultures and inspired Lionel Richie when he was with the Commodores, The Gap Band, Earth Wind and Fire, The Ohio Players, Prince, Brick, The Dazz Band, The Brothers Johnson etc.

George Clinton inspired all the party people in general with his musical genius and nonsensical words

James is better because of his inspiration to young people in general and he had a message in a lot of his songs that inspired the 70's generation.
Sly would be next because he inspired a lot of bands that tried to sang just like him
George because of his funky genius would be third

all are pioneers of the sound we know as FUNK!!! all have played an important part in hip/hop music, and the music industry period!! they all got their own different sound of FUNK!!,JAMES was soul/funk,GEORGE was heavy funk, took it to another level, and SLY STONE was inspirational,as well as JAMES,but SLY put gospel, metal,r&b,blues, and pop, into FUNK!!! and he contributed to all audiences and listeners, but i would say they are funk in this order:
JAMES BROWN
SLY STONE
GEORGE CLINTON
