Because they are babies. They don't know much, they need to learn to walk, talk, chew, etc..

Conners mommy has it wrong to a point. If u throw a 6mo.old into the water instincts will tell it to not breath the water. There are places everywhere that u can give ur baby swimming lessions where they swim under water,i've seen it. When first born they probably wud breath in the water because thats what they had been doing starting about the 3rd trimaster of thier gestation when they started breathing in and out of thier lungs mommy's embryonic fluid. This fluid is squeezed out of the babies lungs in the birth canal during birth,if not it wud drown.

Actually, babies have been "swimming" in a sack of water for 9 months. Some places have swimming lessons for babies.

Um, they can.
My baby has always been a swimmer. Now, at 12 months old, she can swim underwater by herself, and she loves it!
In many cultures, babies can swim before they can walk.
Babies that are birthed underwater sometimes make swimming motions. They also are born with a reflex that makes them hold their breath under water, and kick their legs and move their arms.
