Going with the horseshoe and picture frame idea, when I went to horse camp, we got pictures taken with our horse and decorated old horse shoes, then they mounted the picture behind the horseshoe and we had a picture frame. It's a really cute way to remember the horse you're riding.
Another thing they did, if you have time, was they made a game to show us how expensive it really would be to own a horse for a year...it resembled the game "Life."

My son's at a spring break camp this week. On Monday, they had a scavenger hunt - they broke up into teams to find certain items related to horses (girth, splint boot, hoof pick, etc). Today they had a talk about different horse sports, both English and western (although they missed several). They've also done non-horse things like kickball and tag. They're also having the highest level riders (which my son is) help with the lessons for the beginners who need someone walking beside them. You can also paint a pony - let them put hand prints and designs on one with non-toxic washable paint. Any kind of obstacle course is always fun. You could have some arts & crafts projects. Your list sounds good but remember the age of your campers and make sure you find a way to make learning those things fun!

String crafts, like macrame, braiding or craft lace/gimp.
If they know the square knot they can (later) make a horse lead.

Decorate a horseshoe and then tie twine or thick rope around it to hang it.
Take straw and make something out of it.
Give each of them a blank picture frame (like a cheap unfishied one from the dollar tree) Buy cute horse themed buttons, scrapbooking items and stickers, ahve each decorate a frame. Take a picture of all the girls at the end of the day with them being muddy and dirty and hot and tired, make a copy of the picture and give them each a picture to put in their frame.
