Say i have a brand new $200 cell phone. Will that get better service in the same area as a phone thats not as up to date with technology that came out last year?

No it will always get the same service. I had this real cheap phone and at my camp I had okay service. Well, I went out and bought a really expensive phone and it worked the exact same.
