there are several standards that need to be established first.

1) Have to be a citizen of the country. In some instances, if a parent or even sometimes a grandparent was born in the country, you can apply that to being a citizen.

2) Some countries rely on at large spots to fill in their Olympic roster. Im not completely certain how this selection process is worked, but i believe you would have to at least have the olympics B standard in order to compete (in 2004 the A and B standards were 215 and 218 respectively, cant imagine much has changed for this Olympics.)

Your best bet would be to contact the Indian Olympic Committee to get a legitimate answer, although sometimes there is a lot of red tape to get the answers you want.
