Should the EU have more power over business regulation than do the national governments?

Given the EU model, it cannot.

The EU sets forth policy directives that are implemented separately by each member state. Unlike the US, the EU central authority does not override the individual state authorities.

Thus, aside from things like standardized currency, there is very little the EU central authority can do to regulate business, except issue policy directives -- but each member state is still free to implement those policies as they see fit.
