You need to find out the age of consent for your state for one thing. And if he is over 18, illegal.
I am not sure, the law is so murky. Call legal aid. See if they have a clue. Maybe someone with some law background can help more. But I would be ready to beat those parents within an inch of their life.
Of course, their son isn't going to end up pregnant if it happens. Your daughter will.
Don't let her see him anymore. He came from a bad background, and will do nothing but cause harm.

I would call police authorities right away and ask them these questions. The parents of the boy may be charged with contributing to the deliquency of a minor. You also need to get a handle your daughter, she is partially at fault for this due to her lying to you. I would take her to a doctor right away and have her tested for any sexually transmitted diseases and pregnancy. Then I would make sure that she is put on some birth control to prevent her from becoming pregnant in the future. At 16, your daughter needs to be told that if she cannot follow the rules of the house, that she needs to find somewhere else to live. Tough love mom and dad. Its your house and your rules and if she cannot abide by them, then out she goes. Say it and mean it.

Well, is it illegal in your state for two 16 year olds to consent to having sex? If it is, they are legally liable. If it isn't illegal, then No.
I agree with you though that it is pretty disgusting of her boyfriends parents to know this and not say anything. The only thing you can really do is try to reason with your daughter if it isn't illegal.

A lot of states the age of consent is 16 years old. As a parent, it's obviously frustrating, but in my opinion if the boyfriend is 19 years old or older I'd be pretty ticked. But if they're the same age, there's really nothing you can do, besides completely ruin either your daughters or her boyfriends life by them having to be classified as a sexual predator.

Yes, actually it can be. Also, if you do not report this to the authorities, you can be found guilty of child neglect. I suggest you take your daughter to a doctor IMMEDIATELY. This is to make certain she is disease free and won't get pregnant in the future (put her on the depo shot or NorPlant!). Then, go to the police and file a police report. They may direct you to DHS/DHR (whatever it is called where you life - maybe even dept. of family services). You will have to file a report there as well. However, you risk going to jail for neglect if you do not do so.

Depending on the state laws, it may not be illegal for them to have sex. Most states have an exception to the statutory rape laws when the children involved are very close to the same age. So, if it's not illegal for them to have sex, than allowing it could not be illegal.
That being said, if you know that statutory rape is occurring (because of the age difference), then most states require reporting that to the police, since most states consider it a form of child abuse and have strict reporting laws.

Might be a crime even in the boyfriend did not commit satutory rape. If neither of them were of the age to consent the parents may be liable for saturory rape of both of them if they permitted the sex.
But this would vary by state.
Needless to say whether illegal or not it was very irresponsable.
