MSC Napoli, two part question..(no pun intended)?

Question

Attempts at breaking up the MSC Napoli off Branscombe bay have apparently caused more pollution with residual oil spilling into the bay .
To what extent would this years events effect the wildlife and the economy in the area?

...and who if anyone will recompense the borough?
