Yes...and he will! But, i hope when September comes and the generals report no success once again, the Rupublicans jump on the bandwagon with the democrats and get the troops out of there!

Sure. He can do that.
But Congress can also refuse to authorize any more funds, for Iraq or anything else.
Congress has the ultimate control over the purse strings, and if the Democrats in Congress actually had the courage of their convictions, they would have used that power to force a withdrawl months ago.

It still must pass the Senate. It will need 60 votes to get passed a filibuster. Considering there are 50 democrats there and Lieberman will surely vote against it, it has no chance of even getting to him.
This is being done to try and appease the angry liberals who think democrats won because Americans are against the war. It is nothing more than pandering and playing politics.

Bush is a Lame Duck. 400 plus days left. He'll do many things before he leaves. Before he can do too much more damage however, I see him as well as the remainder of his cronies.
