First you should choose which brand of computer you want (Dell, HP, Lenovo, Apple, etc.).
Then you should choose your operating system (Windows XP, Vista, or Mac OS X).
If you are afraid of Vista (as many are) many providers will still sell you XP, however you might as well just keep up with the times and get Vista, but be sure to get the first Service Pack update when it comes out.

As everyone said, dell is a "computer maker", vista is an operating system, like windows xp which you may have on your computer currently. And honestly i dont recommend getting a computer with windows vista because it isn't very compatible with software right now because it was just released fairly recently. For now i recommend a computer with windows xp if you can,but if not vista is "ok". Good luck!
