Or they can just hold those suspects forever like they're doing now. In places like Guantanamo Bay. If they catch you and label you a 'terror suspect' you won't get out for 100 years. Since they detain suspects indefinitely really no chance for tracking device. But I would guess there may be some secret tracking devices. There's probably some gizmos the general public is not aware of. Stick it into iPhone or something. Track everybody.

I doubt that there are tracking devices small enough to be surgically implanted. Even if there were, the fact someone is being scheduled for surgery with no apparent health problems may be a give-away.

Americans have this fetish for technology, thinking that it solves all problems. Had they spent even a fraction of the money they've wasted on dubious "security" measures on recruiting native-born Arab-Americans to help infiltrate Al Qaeda, they'd have gone much further than they have. It's telling that the U.S. embassy in Iraq has a staff of around 1000, but less than a handful of people who can speak Arabic.

when a suspected terrorist is caught he/she is detained and interrogated(questioned). his /her fellow cohorts usually find out that this person has been picked up. if any of them get picked up after they think suspect #1 gave them up. if suspect #1 is released, there's a good chance that he/she will be executed. yeah, they never really want to go back home after they get released.

Good thinking, but an implanted device cannot be tracked with GPS.

the satalites orbiting the earth can pick out a very small target and follow it. I think they know where everyone is and for how long and why.
