Look for agencies in your area here:

Then mail them your headshot, resume and cover letter.
It's as simple as that. Within 4-6 weeks you should be contacted for an interview, and hopefully signed.

It is NOT the same in every city in the USA.
Ask your actor friends, ask your acting teacher.
The way it is done in NYC is NOT going to be the same as in the city where you live.

Try http://www.sag.com look for the colum that includes agent's and they will have availiable agent's. Or try the yellowbook for your area. That's how Shia Labeouf got his agent.
