Agents don't "cost" anything to be your agent. Their job is to get you an acting gig and then they take 10% of what that gig paid.

Other folks have already said you pay an agent solely a percentage, but I'd like to expound a bit.
It IS usual for an agent to insist you get new photographs done at your cost. This is because the agent has certain artistic standards in who they're willing to promote. However, they should give you a list of names of photographers whose work they like. If they give you just one name, be very cautious -- they may have a reciprocal scam going on with that person.
All that being said, if you're aiming for theatre you really don't need an agent at first. You need to get some credits at community or semi-professional theatres, and these do not generally engage in agent submissions. As you get better and join Actors Equity, an agent becomes more important because some major regional theatres [most of the theatre work is outside NYC] utilize agent submissions when casting for major roles -- they can put out the word of what they are precisely looking for, and reputable agencies submit their clients who fit the bill. Theatres do this because it saves them hundreds and even thousands of hours.
Finally, an agent is NOT an absolute necessity. I've had one a few times in my career, but not always. Interestingly, my two times working on Broadway were the result of cattle calls so not having to pay an agent was like a 10% bonus each week!

AN AGENT COSTS NOTHING. If an agent asks for money, run. The agent would only take a percentage after you've been paid for an acting job they submitted you for. Period. That is true no matter what city you are in, anywhere.

Never pay an agent up front. An agent is suppose to find actors a job. Once they do, agents take 10% - and no more - from the actors pay check.
