Cyborge 17 is awsome but Cell takes it eventhough he wasn't as powerful as super 17 he had the potentail to become stronger than him due to his Sayin DNA he had limitless potentail ,thats what so awsome about him.He was a true warrior willing to battle all the Z-fighters fairly at that I guess that came from Goku's DNA.His attitude was really cool he was smug he made you think that you had no chance in heck of beating him even if you were stronger.Mix that with unrivaled skilled and speed and a healing factor he could become truely invincible.
