Cheney doesn't have his own branch -- he just chooses which branch he claims to belong to based on what he wants to do. It's called "flip-flopping".

And Cheney has no constitution at all. He doesn't even acknowledge the one the US has as valid, except for the two or three sentences that he uses to justify his irrational arguments.
