If you're counting those who have pitched this year but are injured, it's Philip Hughes. He's about two months younger than Felix Hernandez.
King Felix is actually third, behind Hughes and the Reds' Homer Bailey.

i think its felix hernandez, he debuted just being 19 and thouh hes more than 20 now i think hes been the youngest pitcher startin a game
