There are several that are added very valuable insights.
I would claim Rene Descartes as the wisest. Of course, the greater and more revolutionary would be Plato and Socrates. You ask why. I would Plato and Socrates for their revolutionary contribution to modern political thought in the establishment of western civilization.
Descartes because, of all modern philosophers, his ideas were the most parallel to mine as I studied. It's a personal preference.

What is attributed to Socrates is quite impressive, but there is always the suspicion that our three sources for his ideas - Plato, Xenophon and Aristotle - put their own ideas and words into his mouth. None of his own writings have survived, but his students, Plato and Xenophon, and Plato's student, Aristotle, frequently spoke of him with great admiration. Most of what we think he said is very likely to be the thoughts of Plato, although it is reasonable to believe many of Plato's ideas had their origins in symposia led by Socrates.

I prefer Plato to Aristotle, but would have a hard time justifying the preference. Perhaps because Plato's interest was in understanding reality in terms of the ideal - a difficult thing to disprove scientifically, even if it seems doubtful to a modern reader - while Aristotle's was in understanding reality by understanding the particular - determining physical laws he believed to be universal, but which often were not - it is more difficult to dismiss Plato than his student.

My choice is Plato!

I don't think you can put complete greatness on just one philosopher. They all have great philosophical ideas but not one philosopher answers every question. So in my opinion from interpreting your question into who is your favorite philosopher I would say Cicero. Why? I would say he is my favorite because of his great ideas and I love some of his quotes

Pythagoras, pre-Socratic philosopher. He was the first man to call himself a philosopher, or lover of wisdom. Many of the accomplishments of Plato, Aristotle and Copernicus were based on the ideas of Pythagoras. He believed that everything was related to mathematics and that numbers were the ultimate reality and, through mathematics, everything could be predicted and measured in rhythmic patterns or cycles. Pythagoras once said that "number is the ruler of forms and ideas and the cause of gods and demons."
