nordstrom's is the best place I have been to. I hate victoria's secret. They are incompetant and don't help you with the proper fit. they just measure and turn you loose. Nordstrom's people will actually go through the store and help you find the best bra for you. and show you how to adjust it. The fitting at Nordstrom's is free. But like when getting make-up done, I try to buy something.
In general I think department stores are better.

You can call up various department stores and see if they have women trained in bra-fitting. Macys does, and likely other department stores. Also, in the Baltimore area there's a store called "We Fit" that specializes in fitting bras.

Victoria's Secret. I don't usually go there because they are pricey, but my date's sister took me there so I could get sized for a bra for my homecoming dress. They do it for free.

Kate beat me to answer- I was going to mention both VS and JCP- I know, for a fact, that both stores do fittings.
