I have been playing drums for a little under 5 years now and I've thinking of giving lessons. My worry however is that I am not qualified to give lessons because my ability is limited from having played only as long as I have. Nevertheless, there are things I can teach, and I was thinking of doing it for about $20 an hour.
Am I too inexperienced to teach? Is it irresponsible to assume I can guide a beginning drummer when the newbies should maybe take advice from a seasoned professional?

I believe that a drummer shuld only teach if they are good performers and have had experience playing in multiple styles. It doesn't sound like you've had much experience there, but if you still want to teach you should advertise yourself for beginner and intermediate students. $20 an hour seems like a really good deal, maybe even raise it to $25!

I"ve taught for 8 years, if you can accurately read complicated music for all types of percussion instruments and have the patience required to teach others about rhythms and time signatures then I'd say go for it. Also instead of 20 dollars an hour maybe consider what I do, which is one lesson a week (hour long) = $75 a month, 2 lessons a week 1 hr each = $125, 3 lessons a week = $200. Most people are more willing to pay things like that, and I currently make about $2000 a month.

As a musician in the same position, I don't know that this would be the best decision, but this is all dependent on your experience. If you have taken private lessons, a few classes, and things of that nature, you might be ready to teach, at least basic rhythms and such to newbies. If it's all about the money, though, this could go terribly wrong.

You need to have taken at least many lessons as you plan to give for money. You wouldn't see people who have studied martial arts for only five years opening their own schools. It's insulting. You don't want to teach someone the wrong way to do something.

If you want to guide a beginning drummer, that's awesome. DO NOT accept pay for it.

U could certainly teach beginner drummers. If u have nothing to pass on after 5 years, i would be seriously worried. Can't comment as to price, as I live in the UK. Hope this helps.
