Pluto is smart. He can come and go from Mickey's house. Goofy is stupid.

Goofy is a dog too but he walks, talks and thinks (I guess) that's why he had a job to save up money and buy a house. Pluto is a dog too but he didn't "evolve" as well as Pluto so he stayed as a Pet :(

Goofy is a mean mean dog but he did have a kid Goof Troop. I guess if Pluto ever gets a dog pregnant he will have a house to.

Because he wears gloves, the sign of sentience (at least for mammals) in the universe of Disney short cartoons. There is at least one cartoon where Mickey Mouse interacts with a regular mouse.
