You need to have permission to work in the U.S., but since there are a number of things (bank accounts, health care) for which you need such a number, there is probably some substitute that I don't know about. I know that back when we used social security number as student i.d.# (we no longer do this for security reasons), my international students presented numbers beginning with 000. I don't know if these were issued by the university or by some government agency. You might want to check with your school's international student office about this.

If you are not a U.S. citizen, Social Security must see your current U.S. immigration documents. Acceptable documents from the Department of Homeland Security include your:

Form I-551 (includes machine-readable immigrant visa with your unexpired foreign passport);
I-94 with your unexpired foreign passport; or
Work permit card (I-766 or I-688B).

i'm an international student too.
you can only get a SSN number if you have a job
i don't know about you, but as far as i know, international students are only allowed to work ON campus.

also, if your university has an international student organization, they would have all the information you need.

good luck!

No you need to be an American Citizen! You must be born here and if not you need to apply for Citizenship but its a long process they aren't just gonna give it to you because you go to school here.
