What do they mean when they put furnishing negotiable in ads for apt/house rentals?

IT MEANS YOU CAN GET THE APARTMENT FURNISHED IF YOU WANT, OR USE YOUR OWN

It means they are willing to furnish the apt/house but price would have to be negotiable

Basically, the same as advertising "furnished or unfurnished". It is your choice if you want to pay more for the inclusion of furnishings.
