If there's a green screw on the mounting box , put it there. If not coil it up and tuck it in the box. Do not cut it off. You may need to upgrade(bring your house to code) and you'll be able to use it then.

Are you describing that there is no grounding screw on the light fixture or the grounding wire, as part of the house wiring, is missing?
If there is no grounding screw, then the manufacturer must have passed some NEC code where it (the grounding screw) is not needed. Just connect everything up & make sure the grounding wire is not touching anything else electrical. You could also return the fixture (see if the new one has the screw).
If the grounding wire is missing you should call an electrician as this could be a fire hazard. Be prepared for an expensive estimate!

there should be a small green screw on the metal part of the hanging bracket in the ceiling
if not youll just have to cut the end of the wire off and leave it tucked in
do not cut it off totally , just leave it incase you move it to a location that has a ground

Ground it to the box (grounding screw on box) If it is a non metallic box wrap ground wire one of the mounting screws. (i.e. screws you use to put screw fixture to the box.)
That said put the hot wire on the gold colored screw temainal and the neutral wire on the silver colord screw teminal.

If it hasn't got one,(ie..made of non-metallic) then it doesn't need one....either ignore the 'grounding wire or simply use two-core.
If that fails then employ a sparky.
