The pitcher cannot wear anything distracting to the batter. That would include a highly visible wristband, anything white (besides the normal jersey), an untucked shirt, batting gloves in the back pocket, etc. Sometimes they will even make the pitcher take off a necklace if it is sunny outside because of the glare the batter sees.

There are rules, yes.. but,
It is up to the discretion of the umpire..
If the opposing team is distracted by something the pitcher is wearing, believe me, they will voice their opinion.. Outside of the "white on the glove, wrist, etc" and the jewelry and jersey, its up to the umpire..

He cant wear white long sleeves, because the ball is white.
He also cant wear a white or multicolored golve. The laces on the glove can be a different color from the leather as long as it is uniform. Like Pedro when he pitched for the Sox had a blue glove with red lacing.

It depends on what level you are talking about. In HS play, a pitcher can legally wear a wruistband on his NON-PITCHING arm, as an example.
If I can get which level clarified I can answer the question fully.
PS -- mostly it is covered within rule 1 of every rules book.
