The two teams are like two points apart. Then the losing team kicks a game winning field goal as the last play of the game. Then a ref sees that somebody on the kicking team was holding and the penalty brings the kicking team out of field goal range and they're forced to go long on 4th down. The pass is incomplete, game over the good guys (or the bad guys) win!!!

Defensive pass interference and Holding are the two biggest penalties...Defensive pass interference basically means the attempted pass is ruled complete because of too much contact by the defensive back to the receiver(they are supposed to go for the ball, not the player)...and sometimes its called near the goal line...so, that can lead to a touchdown or at least a field goal and decide the game...Holding is also another one...Both offensive and defensive holding are big...It is also hard to really define...Usually it means there was too much grabbing between an offensive and defensive player...Usually it is at least 10 yards, and many times, it is half the distance to the goal line(in the wrong direction for the team that committed it)

Any penalty that gives a team a first down or better field position ( pass interference, roughing the passer, ect.).
Also the real ( not the one that started a dynasty) "tuck rule" ( if that is a penalty), can also change the course of the game, because that call started a dynasty

Defensive pass interference is a big one, since it can be called for any number of yards and could instantly put a team in scoring position.
Roughing calls are generally big, since it's an automatic first down. I know roughing the passer was mentioned, but roughing the kicker can be bigger, in my opinion. Generally, a kicker/punter only comes out on fourth down to either kick a field goal or punt the ball, but either way, it generally is part of a change of possession. If that penalty is called, it's an automatic first down, preventing a change of possession that is generally almost automatic.

well if the way i understand it you are saying something that wasn't at first noticed, but the tape caught? In that case it could be too many men on the field, which is 15 yards. It could also be something like a running back bursts for a 65 yard touchdown run as time expires, but then a camera man (or whoever you have) catches that he stepped out of bounds, and shows the ref. Therefore the team either loses or the game remains tied rather than a victory.

the new pass interference penalty is used by nfl officials to rig games all the time...
if a defender slightly touches a receiver then the ball is placed on the spot of the foul... as if the receiver actually caught the ball... as long as its not ruled incidental contact.. which is a judgment call....
that can really change the course of a game. (pats denver super bowl xL playoffs)
worst rule ever!

It usually isn't the penalty it is usually the timing of it. Such as a hold or a clip in the middle of a game winning or tieing drive when the team has momentum.
