Wachovia lets you open up one, but you have to deposit 100 dollars within 45 days. Or Washington Mutual, I think the minimum you put in is $1.00 but check out both websites.

Well at least you can open a Paypal account without having any other accounts or money. That gives you the capability to receive and send money internationally. However depending on your global location the direct interaction with your funds, be it paying into your Paypal account or withdrawing from your Paypal account may require other accounts or credit/debit cards... I was hoping Paypal had accounts with all bigger banks around the world so you could do the direct money interactions in person through branches of these banks, but I haven't found evidence that that was so yet...
