It's actually used both ways. It all depends on how the person who holds the name or how thier parents pronounce it.

It can be either. Some people go by one, and others by the other. Kirsten Dunst the actress pronounces hers Keersten, but I've known at least two or three Kurstens.

Kirsten is a Scandanavian name. The i sound should be pronounced like a long e (keersten). However, the Americanized pronounciation would be more like "Kursten", and this version has been widely adopted. So, either is acceptable, but the "Keersten" pronounciation is traditional.
You'll find the same thing with a lot of words. Think about how the letter a is often pronounced in America. Say the word "at" and say the word "ball" and compare the two A's. They're different. In America, the "at" A is very common. In Europe, they tend to use a softer A (like in "ball.") You'll find the result is that we pronounce names differently:

Honestly, I've learned it depends on how they were raised with the name. Kirsten can be pronounced either way, I work with a Kirsten who goes by "keersten" and know a girl that goes by "kursten".
