A second cousin is the child of your cousin and twice removed means that it has moved out a couple generations.
Okay--you have two sisters-- Meg and Peg
Meg has Sandy and Peg has Cindy
Sandy and Cindy are cousins
Sandy has Meagan. Cindy is second cousin to Meagan
Cindy has Lou. Lou is second cousin once removed to Meagan.
Lou has Benny. Benny is then second cousin twice removed to Meagan.
It gets really really complicated, doesn't it? I prefer to say that Cindy's grandkids are related to me through my mother, who is Cindy's sister.

Removed means that they are in a different generation. If your second cousin had a kid that would be a "second cousin first removed." If they had a grandchild that would be a "second cousin twice removed." And so on.

My aunt has a daughter. She is my cousin. My cousin then has a daughter. She is my 1st cousin once removed. My 1st cousin once removed then has a son. He is my 1st cousin twice removed.

its like the further they get away from being in your family. they have been removed from your generation twice.
second cousin twice removed would be like your moms moms moms daughters daughters daughters daughter .

I don't think it means anything.
I've tried to figure it out, but it doesnt make sense. The person is just trying to be funny, but that saying is so old.

I think that when people say that it is a way to say that its not your immediate family or some people use it to be funny.
