I have not seen her use it since I got her but today I found little tracks in the dirt leading to the edge of the soaking bowl so I think she used it but the water is as clean as can be.

Soaking in water isn't actually normal behaviour for a ball python, I wouldn't worry about it.
I would be more concerned if you did find your snake soaking. It is usually an indication of mites, lack of a suitable hide spot, excessively hot cage temps. or a lack of appropriate ambient humidity.

Your Ball Python should not be soaking in his water bowl . Th only time a BP will soak is if there is something wrong with him like mites or the temps are to high . Here are a few good web sites where you can learn more about your snake with care sheets and a great forum

She may just be drinking from it. My python drinks from the bowl but prefers soaking in the kitchen sink!

She might just not use it when you're around, if you've only had her for a while she doesn't want to do much in the new place. Just keep it clean and she'll be fine, if she wants water she knows how to get to it. My uncle's snake hardly ever used his bowl and he was fine.

My ball python has never been one to go into the water much-she's 13yrs old and in great shape, so no worries here.
