I'm taking an unscientific poll... 1) Where do you think carriage horses would be if they didn't have a job pulling a carriage? and 2) if it costs $75+ to feed one of them per month would or could you pay that cost?

They would be standing in the pasture, head over the fence, bored out of their minds. Horses, like dogs, love to be with people, either working or playing, in exchange for praise, treats and company. They actually like pulling the carriage and vie for the position when choices are made.
It cost more than that for one month for a working horse but those that pay it realize that having a horse means that you pay, just like other people take the cost into consideration when they adopt a puppy or kitten. I don't own a horse but I know people who do.

they would probably work it Walmart, no I wouldnt pay that cost, grass grows for free.
