I mean if I drink one can of mountain dew-how many cigarettes would that compare to? I guess what I should ask is :how many times stronger is nicotine than caffiene?

First, milligrams are a unit of mass and do not relate to the chemical effects of each of these on the body. You are asking apples and oranges here. Nicotine is a poison and caffeine a stimulant. They have different effects on the body that do not relate to each other.

Referring to DzSoundNirvana's answer, be careful when you talk about weight and mass. A kg of feathers (mass) has the same mass as kg of gold. But when placed on a balance (weighting) the feathers will weigh less because they are less dense, so they occupy a greater volume and will displace more air (Archimedes Principle).
