Do you have to be a part of SAG to be in films? No

The Hollywood studios are pretty much Union houses, which means, that for each film a large majority of the Cast and Crew need to be union. But, for example if you are not a SAG actor/actress and get offered a part in a studio picture, you will then have the option of joining.
SAG does not get you work, an agent gets you work, or if you do not have an agent, then you get yourself work. What SAG does is protects the Actor/Actress according to it's bylaws (certain conditions that specify minimum pay, work hours, what the studio can demand from the actors, and so on)
Most famous actors/actress' are members of SAG, but only because they were opted in or joined. For actors/actresses starting out, there's no rush to join SAG. You can still find work. Eventially you will probably join, once you start working union studios on a regular basis.

Eventually yes. There are no famous actors that are not SAG. You can definitely start non-union but if you want to maintain a successful career then you will eventually have to join. I would however wait until someone bangs down your door and says you have to. So many people are in a hurry to get that card, but until you're ready for it... in my opinion you're just getting a dues bill sent to you before you need to. If you get hired for a project and they need you to be SAG, then join. Until then you can do plenty of things to build a resume without that infamous union card :-)
SAG, like any other union negotiates benefits and wages on behalf of its members so for instance: if you work a union project you will get a minimum base pay that has already been negotiated by SAG (or whatever more your agent can get for you based on your resume or status). The amount you earn per year decides the health care benefits you receive through the union. You should check out SAG.org. They have tons of info like "What SAG can do for you" etc.

Some films are made outside of the auspices of SAG. But, if your intention is to become a successful mainstream film actor, then union membershp is almost certainly in your future.

Every person you see performing in a mainstream film is a member of SAG (or has Taft-Hartleyed). Some indie films allow a SAG waiver.

It helps if you want jobs that pay more than minimum or want to be in more than homemade productions.
Most actors are in SAG and a mention of strike sends terror to the hearts of studios.

You do not have to be a SAG member in order to have a career, however it certainly will limit the opportunities you are given. Go to sag.org and then click in FAQ's. It'll answer some of your questions. Good Luck :-)
