My Answer - The US or any other country or even the United Nations cannot Save Africa. There`s only one way for Africa to fix itself, that is by uniting all the seperate countries in the conteinent to make "One Africa"
The problem with Africa resembles the problem China had long ago. The communist Leader "MAO" is the best thing to ever happen to China. Like Africa, China was once divided into many countries which had different Governements and Leaders. This caused great suffering, great war, and great poverty throughout China. MAO and his red army united China under one government. Do you see where China is at today in regards to being on the brink of becoming the next world superpower?
This is the only way Africa can ever be saved! They can Save the diplomatic reliefs, save the charity funds, Save the GD commericals its not going to work! There`s Only one way period! If we really want to help we should supply a charasmatic African leader with this goal in mind with weapons.

What we need to do to save Africa is to encourage the African governments to adopt laissez-faire Capitalism. In America's semi-Capitalist economy, we have far too much food produced and we can't eat anywhere near all of it. Even Hong Kong has plenty of food, despite having the densest population in the world.
If African countries were to adopt the pure Free Market, they wouldn't have to wage wars either. Under pure Capitalism, a private corporation waging a war wouldn't be profitable (think about the losses of equipment involved for winnings and the scorched-earth policy the losers are likely to use), so there would be no wars.
Africa should become a model for the rest of the world as a pure Free Market area. If Africa were to adopt Market Anarchism or even a Minarchist government, they would be wealthier as a result. A libertarian Africa would end up wealthier than the rest of the world within about 20 years and they'd be discussing how to end poverty in other countries, including America.

African countries can help themselves. They don't need a communist government to succeed. All they need to do is to drop the socialist and tyranical forms of government. So long as we send aid to needy countries the countries will stay needy. There is no benefit to the dictator to let his countrymen be free. The world sends billions of dollars, they syphon off 90% and let 10% help their people stay poor. Any country who wants to get out of poverty only has to adopt a free market.
PS: China and Cuba were major players in Africa when many of the Africian countries were being freed or wer freeing themselves from colonial status. Communism is one reason these people are poor now. Communism isn't about the people, it's about power.
