What ever happened to the Cable Rate Reform Bill in the Illinois Legislature? Rates going down?

It's sitting on someones desk somewhere. I'm not sure, but I don't think the folks at Comcast have given up the battle that easily. Their intensive lobbying against this bill must have have some impact on Springfield.

It was signed just this month by the Governor but nothing has changed yet.
