Dave H: No, this is for passing encrypted data in Request.Form variables. It's very sensitive personally identifiable data (social security numbers, etc) so they want "double encryption")

You can get a Super Duper Extra special SSL cert to install on your server from verisign for an extra charge over the normal SSL cert.
