Whether it's legal depends on where you are and exactly what he said and did. In most places, if he spoke to you and did not touch you, he didn't break any laws.
He did, however, violate the social rules of common decency. I was really bothered by this when our daughter was your age and guys older than her dad would eye her up and down even though I was right there. Yuck.

YES. It is absolutely illegal for an adult with sexual intentions to approach a child.
You must tell someone - even if you think you'll never see the guy again. Tell a trusted adult - give as thorough a description of his appearance and his actions as possible.
PLEASE tell someone TODAY.
You're a strong person and you may be able to make a difference in the life of a child who is not so strong - if you tell a trusted adult that this pervert is on the prowl.
Some of the other answers you've received on this question(from men, you notice) are absolutely frightening. Please understand that these guys are perverts themselves or they wouldn't be trying to imply that a child of fourteen is responsible for the illicit actions and intentions of a middle-aged man. Its called "blaming the victim". Perverts abound on the internet. You know this already. Please don't take the advice of the ones who post on YA. And the "girls" who have advised you to "just get used to it" are seriously warped (or they're not really females).

antthing more than getting hit on is illegal... it happens to the prettiest of us all the time so just think of it as people know you are beautiful... but dont be vain. Hopefully the old man can get some counseling. But in the future make sure that you dont let the old creaps get close enough to talk to you, if you feel threatened in any way alert someone with authority, and stay with a group to be safe!!!

You should have gone to the nearest 'trusted adult' and called the police. Yes, that is 'illegal' ... so, depending on how long ago this happened, you could still call the police ... and I hope you can give a 'good description' of the man who 'hit on' you ... because he is a 'sexual predator' and people need to 'look out for their kids' by looking out for HIM. Even if you have not been 'molested' PLEASE CALL THE POLICE if you are even 'hit on' by anyone more than 3 years older than you, until you are 18 years of age.

So, where were you and what were you doing that you were in a position to be 'hit on' by a 40 year old man? If I were your father, that would be my first question. My second question would be "How did you know he was hitting on you and what exactly did he say and do?" My third question would be "What did you do?" You should've laughed right in his face and called him a pervert.
As for it being strictly 'illegal' I don't know, but the *** whipping he'd get from me if I saw him do it would be though!

For those who say that just hitting on a 14 year old isn't illegal, it would be attempted corruption of a minor, which is illegal.

OH crap I thought you said "hit" you said hit on" well different answer than. Well yes that is somewhat inappropriate, but not illegal. Still tell your parents.

There is nothing illegal about "hitting on someone" as long as that's as far as it goes. If he didn't touch you then there is nothing you can do unless you did something to bring it on which is not uncommon. You have a voice and you should have said NO. If you are in a public place saying no loudly will keep most guys from gong any further.

Ok you need to stay away from this guy !!! there is something wrong with him if he is hitting on a 14 year old. You should also tell your parents he is potentially dangerous. Tell your parents or some other adult you trust.

The question to ask is he in any kind of position of authority over you??? If he is, then tell someone like your parents to establish a possible pattern of harrassment. If he is not, then avoid any contact and learn how to stand up for yourself. You are probably going to be beautiful the rest of you life, so learn how to handle the situation.
