Can I access XBox live with the XBOX 360 without a hard drive?

yes. you will need a hard drive or memory unit if you want to save anything though.

Don't waste your time and money getting the xbox without the hard drive as you will regret it later.

You can, but if you decide you want a hard drive later, it's going to cost 100.00 more. I'd get an Xbox360 with a drive to be safe.
