It is part of the 'rubber stamp' classification. I tried to find it but there are 429 pages of associated ones on myfont.com alone! I have bunches of them but not that specific one... you want a sans serif as well. The cross in the A may have been added after.. or not. Hope this helped a little!

looks similar to Swiss721, impact and the like. I'm sure it was grunge-ified in a paint program.
