I presume you have a dynamic IP address from your ISP. Rebooting your modem will give you a new WAN IP address.
If you have a dynamic IP you will have to have your ISP change it and then you will have to change your router settings.
Remember that the ISP retains the record of the user and the IP address so any IP address change does not remove a link to you.

if you have a residential internet connection, most likely your IP address is dynamic - meaning it changes everytime you reset your computer or modem.
so yeah, you can change your WAN IP address anytime.
if you have static ip address, though (verify this with your ISP), you would have to call your ISP to change your address.
an easy way to check your WAN IP address is by going to intenetfrog.com - this site will display your WAN IP address. try restarting your pc and go to the site again, it should change.

Unplug modem
Leave off for period of time ( depends on isp)
at the worst overnight
If you are using a router enable mac cloning.
You can clone the mac adress of the card on the computer ( different than the router you were using before)
you can actually change the mac adress to anything within reason
Or install another network card.
Reboot computer
Plug in modem *( has been unplugged)
The isp system will think the computer is a brand new device and hand it a new ip.. So there

but what yopu can do is try some hide ip softwares
they do not actually change ur ips, but they make a false one and tat is wat the tracking sites track
