Essentially yes. But you control the dice, and you decide what to keep and what to roll again. So it's a mainly luck, but skill is also needed.

its mostly luck beacause you can have a skilled player and a person who's maybe played yahtzee once and the skilled player could definately loose
Even if you make a good decision it ultimately comes down to luck

Of course there is some skill involved. You have decisions to make in regards to which dice you keep and which you pick up and roll again.

It's a bit like backgammon in that any single game is overwhelmingly luck, but you can pick up a few strategies that will increase your average score in the long run.

It may appear that someone gets lucky. I recommend playing against someone good at it, you will see losing occurs more often if you use no thought to applying your rolls.
