so there's no suction to squirt the feul into the carb. Is there an easy fix for this? Glue? Tape? Can I find this part & repair this myself, or will I need to take it to a repair shop?

This relatively easy to fix. First you need a new primer bulb. Depending on the model of engine it is on, you may also need a new snap ring - the thing that actually holds the bulb in. Some models have a metal snap ring that can be reused and some models have plastic snap rings that should be replaced when you change the bulb. You can buy these parts at your local small engine dealer. You will need the engine model number to get the right parts.
Then, just remove the snap ring holding the old bulb in, remove the bulb and install the new one. Put the snap ring in and you're done. Some snap rings require snap ring pliers to remove and install. These can be found at most hardware stores and are not expensive. Using the proper tool ensures not damaging the new bulb. Using a screwdriver is not recommended - too easy to slip and damage your new bulb. Good luck.

The fix is simple. The bulb is held in by a metal retainer ring. You may have to dig some but pry out the old one ( then new bulb comes with a new ring) and the whole mess will come out. Clean the suface as best you can then put the bulb in place and work the new ring down around it. Use a small screw driver to go around the edge of the ring to ensure that iti is seated.

Replacing the primer cup is the only true fix for this. If you are mechanically profecient, you could order a new one from a local repair shop and change it yourself. If not, it's not something that would cost all that much to have done for you.

Most small engine shops will carry the part. They can also tell you how to change it. There really is no "repairing" one.
