are your speakers near the monitor. If so then there may be a magnetic field created by the speakers (there is a magnet on the back of the woofer in the speaker) However another possible cause is a short in the monitor cable, usually this will cause discoloration over the entire screen.

You didn't say what type of monitor you have but it sounds like an old CRT. If that is the case, those lines are normally a sign that the tube is on it's way out, which usually ends up in a loud bang and a big puff of smoke. Time for a new one!

Your monitor may be failing or your have a device that creates a magnetic field close to the monitor.

Do you have a fan, radio, or speaker (not built into the monitor) close by? Say with in one or two feet?

If it is a laptop or a plasma screen, chances are that the inverter is going to fail.

Yeah, you're in all probability in basic terms choosing up yet another sign from some place close to via. happens lots with walkie talkies, toddler video demonstrate contraptions and from time to time even cordless telephones, that's why I turn them off whilst i'm not making use of them. I even get frequency noises from my pc audio equipment often times. back....I in basic terms turn it off whilst not in use. that is extra an annoyance than something. No concerns.
