Harry had a crush on her, and she had a crush on him. In the book "Harry Potter and the Prisoner of Azkaban", they went up against each other as Seekers in Quidditch-- this is where he first takes notice of her.
The relationship didn't work out because of Cho is hotly jealous of Hermione (she mistakenly thinks there's more between Harry and Hermione), and small problems like Cho's friend betraying the DA became huge obstacles when Hermione's name comes up.
In the end, Cho sees Harry as a link to Cedric, so her crush is partly about fixating on grief. Harry later reasons that Cho, who was given to bursting into tears in Harry's presence, is probably happy with the boy she winds up with, as there is no connection to Cedric there.

back when harry was in second year, harry fought against the ravenclaw quidditch team and that's where he first met cho. harry had a crush on her for such a long time and it was only during this movie that cho was showing interest in him.
i think it was partly because harry was a good teacher that's why cho liked him but it was also partly because harry was the one who saw cedric die. i don't think cho had the proper closure and she sometimes feel that harry is the only way to have that.

Harry had a crush on her and she had a crush on him, it's pretty simple. The JK Rowling made the kiss happend in the book and the director didn't want to let the fans down because many had been waiting for the kiss. And because he wants the book and movie to be similar.
