I'm going out on a limb here and saying--not everything can be credited to or blamed on Bush. I'm going with the parents and the fact they've educated their children in safe sex. The 'report' however is misleading as it only reports teen BIRTH RATE-not the pregnancy rate.

No. The risk of getting a sexually transmitted disease is the reason. Kid have finally figured out that unprotected sex can kill you.
