It's said that P-Diddy is. He was on Fortune magazine's '40 Richest People Under 40' list. I don't think he made all his money from his music alone. He is also a music producer, has a clothes line, has a restaurant chain, and the founder of Bad Boy Entertainment.
So, who really knows who's the richest from just being a rapper alone. Seems like the richest ones do many other things than just rap.

Probably Jay-Z, unless you count P-Diddy as a rapper (I don't). He's still rapping, but commercial contracts, and is CEO of Def Jam.
