My neighbor downstairs is always yelling, cursing, and slamming doors. I think she abuses her dog(not sure what kind of dog, but very cute). She always leave him on the porch for hours sometimes and she rarely takes him for walks.

She has a roommate, but I still think she's yelling at the dog because i don't hear anyone else's voice but hers all the time.

It's really bad. I guess I'm confused too because she lives above a police officer.....so if he does not do anything about it, then what can I do? I really hate animal cruelty, but I don't want to come off as the mean neighbor.

Report this to not only animal control but the apartment management (excessive noise). A loud argument once in a while can be almost expected (not liked - but expected) Yelling and slamming doors etc. etc. all the time is probably in violation of the apartment's noise policies.

ok if u just ask her politly if she has a problem with the dog and u can take it off her hands if shes rude to u then yes its the dog shes beating so u should tell the animal cops or what ever u have there!
then if nothing still changes the next time the dog is left out side! if there are no gates to keep it in then its not clased as stealing so take the dog to a sancturay just make sure they have a no destroy policey as thats not nice either!

You could call your local animal shelter. They will anonymously come to the woman's apartment and check out the situation. No one has to know its you AND you can have the piece of mind to know that the situation was looked into.

If you don't mind being bold...you could always just knock on her door and say "I heard loud curing and screaming as well as some banging. I thought I would come by and make sure everything is OK." This will do one of two things. Hopefully. She will either say something like "Oh, that dog of mine!!! OR She will apologize and hopefully the incidents will calm down now that she knows people can hear her.

You can make an anonymous report to Animal Control. Don't worry about being a bad neighbor, worry about the dog.

That is a tough one. If you talk to her ask her how the new puppy is coming along. Then depending how she answers the question it might help you decide where to go next. Maybe talk to the police officer about it, I bet if he says something to her things might change. If not maybe offer to help her with the dog and then keep it. hehe evil me

Well I think you should know for sure if she abuses her dogs. If you talk to her and she says that she wasn't she might get really mad. It might be better to stay out till you know for sure. If you do see her abusing her dogs then call someone. I think it will be ok. :)

No one likes a micromanager, but her noisy behavior is intruding on your space. Inform her in whatever manner you deem most politic (directly, anonymous note, blood scrawled on her door...), that she needs to keep it down. Mention specifics if it helps (doors slamming...). Perhaps then it will dawn on her that her behavior is extreme.
