What Clinton did was permit Loral Corporation to sell extremely sensitive missile technology to Red China. I remember it well. During the 1995-96 election cycle, Loral CEO Bernard Schwartz donated $632,000 to the DNC. In February, Mr. Clinton granted a presidential waiver to Loral, which permitted the export of technology to China. He did this despite a warning from the Justice Department that the waiver would imperil an ongoing criminal investigation into the earlier transfer of similar technology. Mr. Clinton had granted a similar waiver in 1996.
His own State Department was against it. One of the main problems China had with its Intercontinental Ballistic Missiles, was the problem of stage separation. When their missiles would try to separate from stage one to stage two they often would fail and the missile would be destroyed. Loral gave them the solution to this problem among other things. Now the Red Chinese can, reliably hit their targets in America.
He also permitted the sale and transfer of high powered computers which have allowed the Chinese greater target acquisition capability. Many highly specialized machine tools were transferred as well.
Why did Clinton do this? You will have to ask him. But I can still remember many a liberal applogist claiming that the most dangerous situation was America having a monopoly on this technology. Albright and others are on record stating that the world would be safer if America were not the only super-power.

We were screwed long before Clinton arrived, Bush snr ran the country into the ground clinton was halfway towards mending the damage when Bush's idiot son took office and ran the States into the ground again.
If it recovers again it will be nothing short of a miracle
